Public Meeting Notice

Dear Property Owner:

On behalf of the owners of the vacant properties located near the Old Mill district between NW Colorado and NW Arizona Avenues, east of SW Lava Road and west of the NW Colorado Avenue and NW Arizona Avenue intersection, we invite you to attend a public meeting to review and comment on two proposed developments. In the approved Property Line Adjustment (City File PZ 11-294), the western property is described as Deschutes County Assessor’s Map 17-12-32DC 13800 (formerly Assessor’s Map 17-12-32CD Tax Lots 16900, 17000, 17100 and Assessor’s Map 17-12-32DC  13700 and 13800) and the eastern property is described as Deschutes County Assessor’s Map 17-12-32DC 13900.

The development proposed for the western site is a single-story approximately 35,000 square feet grocery store with associated parking, landscaping  and site infrastructure. This proposal requires a Type II Site Plan Review and Design Review application. The review and decision is rendered by the Community Development Director following public notice.

The development proposed for the eastern site is for two single-story commercial buildings with associated parking, landscaping and site infrastructure. At this point, the tenants have not yet been identified for this site. It is likely that the smaller approximately 2,600 square foot Building 2 will have a single drive-through food service or bank tenant and the larger approximately 8,000 square foot Building

I will have multiple commercial tenants with uses such as retail, food service, personal service, and/or office. This proposal requires a Type Ill Zone Change application to change the existing Industrial Light {IL) zone to Commercial General (GC) consistent with the land use designation on the Bend Area General Plan for this property. The review and decision for the Zone Change application is rendered by the Planning Commission  or Hearings Officer following a public hearing. Additionally, the proposal requires a Type II Site Plan Review and Design Review application. The review and decision for these applications is rendered by the Community Development Director following public notice.

This notice has been mailed to all property owners of record within 500 feet of the boundaries of the subject properties and to the Land Use Chairs for the Old Bend and Southern Crossing Neighborhood Associations in accordance with the City of Bend Development  Code, Section 4.1.215.

Re: The Riverside Market & Pub

The Riverside Market & Pub is located within the boundaries of the Old Bend Neighborhood Association (OBNA). Old Bend Neighborhood includes the Old Town and Drake Park Neighborhood Historic Districts, the Mill Addition, Mirror Pond, Drake Park and Miller’s Landing.

The Riverside Market and Pub is a long-existing commercial use in an otherwise densely populated neighborhood. The Riverside is a popular neighborhood establishment and we support owner Jonathon Gaipo’s request to the OLCC for an extension of their outdoor seating area. While supporting the request for approval, the OBNA urges the OLCC to advise the Riverside’s owner of our concerns about parking, noise, and on-site smoking.

Since the adjoining neighborhood is quite dense, with little off-street parking, we hope that the three parking spots that will be vacated by the enlargement of the outdoor area can be re-located. We strongly support the termination of the three spaces as presently they pose a hazard; we support a realignment of the parking area on the north side of the lot, along with the addition of a roadside parking spot that should become available when the southern parking is vacated and the egress is closed. We also support the owner’s suggestion to include additional bicycle parking.

We were pleased to see that the owner plans to continue closing no later than 10 pm. We request that he also encourages patrons to leave the premises at closing time. Again, due to the area’s density, any nighttime noise is amplified, especially during the summer when neighbors’ windows are open.

We appreciate the development of a specific smoking area and we hope that the owners will consider becoming a smoke free establishment. It is our belief that the outdoor changes being proposed should encourage more families to utilize this outdoor space. We further believe that a smoke free environment would add to their enjoyment.

Again, we support the owner’s request to the OLCC for an extension of their outdoor seating area. We believe this addition, along with other improvements to the existing outdoor area, can only add to our already vibrant neighborhood.

Riverside Market & Pub designates a ‘Smoking Area’

The Riverside Market has a new smoking area.

The Riverside Market & Pub setup a designated smoking area today in response to neighborhood concerns.

The new smoking area is east of the concrete bar where the cornhole boards were located.  The cornhole game will now be setup further south.

“We believe this addition, along with other improvements to the existing outdoor area, can only add to our already vibrant neighborhood,” stated the Old Bend Neighborhood Board.
